 John Billings, JD, - Member

Professor of Health Policy and Public Service

John Billings is principal investigator on numerous projects to assess the performance of the safety net for vulnerable populations and to understand the nature and extent of barriers to optimal health for vulnerable populations. Much of his work has involved analysis of patterns of hospital admission and emergency room visits as a mechanism to evaluate access barriers to outpatient care and to assess the performance of the ambulatory care delivery system. He has also examined the characteristics of high cost Medicaid patients to help in designing interventions to improve care and outcomes for these patients. Parallel work in the United Kingdom has involved assisting the National Health Service to identify patients at risk of future hospital admissions and designing interventions to improve care for these high risk patients.  As a founding member of the Foundation for Informed Decision Making, Professor Billings helps to provide patients with a clearer mechanism for understanding and making informed decisions about a variety of available treatments. He received his J.D. from the University of California (Berkeley). 



 

 Ronda Kotelchuck, Board Chair, Executive Committee Chair

Founding CEO, Emeritus, Primary Care Development Corporation

Ronda Kotelchuck was the founding CEO of the Primary Care Development Corporation (PCDC), a unique public-private partnership with a mission of expanding access to primary and preventive care in underserved communities.  PCDC provides capital financing for new, expanded and renovated community health facilities and, at this point, has invested over $700 million in primary care in NYS.  It also offers services to providers in adopting information technology, redesigning work processes, improving access, efficiency and patient centeredness, and implementing the medical home model and has trained over 800 teams.

From 1981 to 1993, Ms. Kotelchuck served with the New York City Health and Hospitals Corporation (HHC) where, as Vice President for Corporate Planning and Intergovernmental Relations, she spearheaded development and adoption of HHC’s first strategic plan which focused on community-based primary care.  Ms. Kotelchuck’s previous background is in health planning and policy and she received her BA from Lewis and Clark College and her MRP from Cornell University.



 

 Andrew Loose – Chair, Development & Finance Committees 

Director of Corporate & Foundation Relations, Montefiore Medical Center

 

Andrew Loose has 25 years of experience in the non-profit sector and oversees institutional giving, special events and campaign activities for Montefiore Health Systems and the Albert Einstein College of Medicine.  At Montefiore he has worked closely with its school-based health program since 2013.  Prior to Montefiore, Andy was the Director of Grants and Foundations at Blythedale Children’s Hospital, New York State’s only pediatric specialty hospital.  For six years, Andy was the Assistant Director of Development for The Children’s Village, one of New York State’s leading child welfare agencies, where he secured government grants for many diverse programs serving at-risk youth.




 Larry McReynolds

Executive Director, Family Health Centers at NYU Langone

 

Mr. McReynolds is executive director of the Family Health Centers at NYU Langone and senior vice president of community health for NYU Langone Health. Mr. McReynolds has earned a bachelor’s degree from Wheaton College and a master’s degree in healthcare administration from Washington University. He is an adjunct faculty member at NYU Wagner Graduate School of Public Service, past chair of the Community Health Care Association of New York State, a past board member of the National Association of Community Health Centers, and a frequent panelist on the National Academy for State Health Policy.



 Margee Rogers, DNP, RN, FNP-BC, Member

Director of Primary Health Care, Montefiore School Health Program


Margee Rogers DNP, RN, FNP-BC is the Director of Primary Health Care at the Montefiore School Health Program.  Margee has worked as a family nurse practitioner in the Bronx since 1984.  She was part of the original School Health Demonstration Project of the Bronx Committee for the Community’s Health from 1984-1989.  She has worked in school based health care for 32 years in high schools, middle schools and preschools.  She was Chair of the Board of the New York School-Based Health Alliance 2013-14.  She has been a frequent presenter at the School-Based Health Alliance annual convention on topics that include training, reproductive health, orienting new staff, and the patient centered medical home model in school health. Margee received her doctorate in nursing practice with the first graduating class from Pace University’s College of Health Professions in 2011.



 Kim Urbach, MS, PNP-BC

University of Rochester School of Nursing, Assistant Professor of Clinical Nursing

Kim Urbach is the Director of the School-Based Health Center (SBHC) Program for the University of Rochester. Her work focuses on advocacy for adolescents’ access to care with a special emphasis on access to reproductive health services. She has provided leadership on a statewide level through her involvement with the New York School-Based Health Alliance as the past Chair of the Board of Directors and current member of the Advisory Council. She has provided national leadership on the Government Affairs Committee of the National School-Based Health Alliance as well as through her position as a Fellow and member of the Reproductive Health Committee of the Society for Adolescent Health and Medicine. She has provided mentorship and clinical training for Nurse Practitioner students at the University of Rochester School of Nursing.


 

 Martha Wolfgang – Secretary

Lecturer, Health Policy and Management, Mailman School of Public Health At Columbia

Martha Wolfgang has over 20 years’ experience in hospital and health care administration in New York City.  She was the Vice President for Planning at New York Presbyterian, the Vice President for Planning and Network Development at the Presbyterian Hospital and the Vice President for Planning at St. Luke’s Roosevelt Hospital Center.  She was also Vice President and Treasurer of the Josiah Macy Foundation whose mission is the betterment of medical and health professional education.  She has also worked at the Blue Cross Association and Empire Blue Cross and Blue Shield.  She is now on the Boards of three major New York City health care and civic institution.

 Sarah Murphy, BA, Manager

NYS School-Based Health Alliance and NYS School-Based Health Foundation


Sarah currently serves as the Executive Director for the New York School-Based Health Alliance, a member-driven advocacy organization, as well as the Manager for the New York School-Based Health Foundation, a newly developed research and education nonprofit. Previously, she was vice president of the Empire State Society of Association Executives, a statewide trade membership organization, as well as an organizational consultant for several associations and societies. She is principal of a management and consulting company, SeventhSister, LLC. Sarah resides in Albany, NY with her two children.
